In 1922, the city took over ownership of the land that would later become Inwood Hill Park. They entered into an agreement with the homeowners of the home visible in this photograph to remain in place until more concrete plan for the park was developed. Officially the park opened in 1926 but the final homes would not be removed until the beginning of the 1930s.
The reason for the parade of people in this photograph is unknown.
