The second of four Carnegie libraries built on Staten Island (all designed by Carrère and Hastings), the Port Richmond Branch was constructed between 1904 and 1905. It is nearly the twin to the Stapleton Branch. Built with a wood shingle roof, the building's roof is now asphalt shingles. The library was altered and had a addition completed in 1939-1940 by the WPA. This work included a new small auditorium called the Chimes Playhouse. Much of the interior decoration, including fireplaces, oak shelving, and original turn-of-the-century furniture, remains.
