This building probably comes nearer than any other in America to the complete realization of Beaux Arts design at its best. Replete with sparkle and delicacy, with its urns, fountains, sculpture, and ornament, it is by night or day a joyous creation. Unlike the legion of heavy Classical buildings that invaded the country after the World's Columbian Exposition, it has somehow managed to keep the light, airy quality which so often is seen only in architectural drawings, so rarely achieved in execution.
