Gruzen & Partners designed this pair of 25-story cement towers in 1965. Part of the Civic Centre Urban Renewal Project, they were built by the Committee of Middle Income Housing and only used 15% of their lot, allowing for an elevated public plaza (designed by often Gruzen collaborator, landscape architect M. Paul Friedberg) and a 125 car garage that sits below the plaza.
