Architects Starrett & Van Vleck erected the 23-story Westinghouse Building in 1923-1924. According to architect and critic Robert A.M. Stern, the Westinghouse Building "marked an important step toward realizing the aesthetic potential of the zoning law," the 1916 statute governing skyscraper height and lot use.
